About this opportunity

The Commonwealth of Pennsylvania, specifically the Department of Labor and Industry's Office of Vocational Rehabilitation and Commonwealth Technical Institute (CTI) located at the Hiram G Andrews Center in Johnstown, is soliciting a procurement for non-perishable and perishable food items to support a 350-student residential facility. The procurement covers food supplies including fresh fruits, vegetables, frozen produce, meat, poultry, fish, seafood, dairy products, eggs, breads, bakery products, and beverages for the period of February 1, 2026 through March 31, 2026. Vendors must maintain a minimum 95 percent fill rate, deliver Monday through Friday between 7:00 AM and 2:30 PM Eastern Time, and ensure products meet specific quality standards with minimum shelf life requirements (30 days for non-perishable items, two weeks for refrigerated items, and one week for fresh produce at delivery). The solicitation requires bidders to be manufacturers or authorized sellers of the products, with mandatory submission of a Worker Protection and Investment certification. Questions regarding the solicitation must be submitted in writing by 4:00 PM ET on Friday, January 16, 2026, to RA-li-OIT-BAS-Procur@pa.gov, with the bid due date set for January 23, 2026.

The procurement does not explicitly outline specific set-aside designations for disadvantaged enterprises, but it does include a Reciprocal Limitations Act form that provides preference considerations for Pennsylvania-produced goods and suppliers from specific states. Bidders must complete detailed documentation about their residency status and the state of manufacture for each item, with preference reductions applied against non-resident bidders from states with their own preference laws. The Commonwealth reserves the right to adjust quantities based on actual requirements and to procure materials through separate competitive procedures if deemed in its best interest. While specific award values are not explicitly stated, the solicitation indicates that the payment method will be the Commonwealth Purchasing Card for awards less than $10,000. The procurement will be awarded to the lowest cost, responsive, and responsible bidder, with no guaranteed minimum award amount. The contract includes provisions for potential extension up to 90 days under the same terms and conditions, providing flexibility for the Commonwealth's procurement needs.
