About this opportunity
Johnston County Public Schools (JCPS) is requesting proposals for football helmet reconditioning services from a NOCSAE-approved vendor for a three-year service agreement covering the 2026–2027 through 2028–2029 school years, with proposals due September 14, 2026 at 12:00 PM. NOCSAE approval is a mandatory qualification; no subcontracting is permitted.
The scope covers disassembly, inspection, cleaning, sanitizing, decal removal, face mask replacement with new hardware, repainting, NOCSAE recertification, and return of helmets across 21 middle and high schools. The district anticipates reconditioning 1,200 to 1,750 helmets annually (3,600 to 5,250 over the three-year term). Bidders must submit a flat-rate price per helmet for all base reconditioning services, with separate pricing for premium paint options and specialized face mask types. Helmet return is due by March 15 each year, except for high schools advancing in state playoffs (due by April 1). Pickup must occur within three weeks of a school's last contest.
Vendors must demonstrate prior reconditioning experience with at least two school districts containing ten or more schools and provide two school district references. Proof of NOCSAE standing and good relationships with helmet manufacturers (Riddell, Schutt, Vicis, Xenith) are required. Per-occurrence product liability insurance of at least $10 million is mandatory. Price adjustments are capped at 2.5 percent annually for years two and three, subject to documentation of manufacturer price increases and District Athletic Director approval. All transportation, transit insurance, invoicing within 15 days of delivery, and compliance with state background check and sex offender registry requirements are the vendor's responsibility. JCPS is not sales tax exempt. Award will be based on lowest and best bid considering price, quality, reputation, specifications conformity, and suitability for intended use. Contract award notification will be made at the October 13, 2026 board meeting. Written questions are due by the proposal deadline, with responses provided within 24 hours.
