Summary
This is a Request for Proposals (RFP) issued by Johnston County Public Schools (JCPS) in North Carolina for football helmet reconditioning services. JCPS seeks proposals from NOCSAE-approved vendors for a three-year service agreement covering the 2026-2027 through 2028-2029 school years. The district anticipates reconditioning between 1,200 and 1,750 helmets annually, totaling 3,600 to 5,250 helmets over the contract period across 21 middle and high schools. The RFP was posted on September 8, 2026, with proposals due by September 14, 2026, at 12:00 PM via email to the Purchasing Department. Vendors may submit written questions until the bid deadline, with responses provided within 24 hours. Contract award notification will be made at the October 13, 2026, board meeting. Reconditioning services must include disassembly, inspection, cleaning, sanitizing, decal removal, face mask replacement with new hardware, repainting (with optional premium color schemes), NOCSAE recertification, and return of helmets by March 15th, with exceptions for high schools advancing in state playoffs (due by April 1st). Pickup should occur within three weeks of a school's last contest.
Bidders must submit a flat-rate price per helmet covering all base reconditioning services, with separate pricing for premium paint options and specialized face mask types. The vendor must maintain per-occurrence product liability insurance of at least $10 million, provide proof of NOCSAE standing and good relationships with helmet manufacturers (Riddell, Schutt, Vicis, Xenith), demonstrate prior reconditioning experience with at least two school districts containing ten or more schools, and provide two school district references. Price adjustments are limited to a maximum of 2.5 percent annually for years two and three, subject to documentation of manufacturer price increases and District Athletic Director approval. No subcontracting is permitted, and all transportation, insurance during transit, invoicing within 15 days of delivery, and compliance with state background check and sex offender registry requirements are the vendor's responsibility. JCPS is not sales tax exempt, and award will be based on lowest and best bid considering price, quality, reputation, specifications conformity, and suitability for intended use.
