About this opportunity
Virginia Housing Development Authority is requesting proposals for comprehensive HVAC preventative maintenance and reactive repair services across four Virginia locations, with proposals due September 3, 2026 at 5:00 p.m. and an anticipated award date of September 13, 2026.
The contractor must be a Virginia Class A Contractor with a minimum of ten years of experience and must provide a qualified service technician holding either a master's HVAC license or 15 years of commercial building maintenance experience. The scope covers preventative maintenance and emergency repair for chillers, cooling towers, air handling units, CRAC units, boilers, water heaters, exhaust fans, and VAV boxes across four facilities: Virginia Housing Headquarters in Richmond (601 S. Belvidere St.), Spring Street Parking Deck (111 Spring Street, Richmond), Virginia Housing Center in Glen Allen (4224 Cox Rd.), and Southwest Virginia Housing Center in Wytheville (105 East Main Street). The contractor must maintain 24/7/365 emergency response capability with a two-hour response time. Preventative maintenance work is on a firm fixed-price basis; additional repairs outside scope are time-and-materials or fixed-price as mutually agreed. Monthly preventative maintenance schedules, detailed equipment inventories, and task lists are provided for each facility. Subcontractors are prohibited for scheduled preventative maintenance but may be used for extensive repairs or equipment replacement with Virginia Housing approval.
The contractor must submit pricing separated by location (HQ, VHC, and parking deck) on a provided rate schedule, including straight-time and overtime labor rates, parts markup percentage, and any escalation clause, not to exceed 3 percent annually. The contract includes four one-year renewal options at Virginia Housing's unilateral discretion. Commercial General Liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate is required, with Virginia Housing named as additional insured, plus $100,000 minimum employer's liability and workers' compensation compliance. A mandatory site visit was scheduled for August 13, 2026. Questions were due August 24, 2026. The contract begins October 1, 2026. No guarantee of business is provided, and proposals remain valid for 90 days from submission.
