About this opportunity
The Atlantic County Utilities Authority (ACUA) is soliciting bids for hauling and processing single-stream recyclables collected throughout Atlantic County, with bids due September 3, 2026, and questions due August 14, 2026. ACUA seeks a single contractor to provide comprehensive hauling and processing services — the exclusive arrangement is a key scope element.
The contract covers approximately 40,000 tons annually of commingled single-stream materials (plastic bottles, cardboard, metal cans, glass containers, mixed paper, newspaper, and fiber products) collected from residential, commercial, and institutional sources throughout Atlantic County, with potential additional tonnage from regional sources identified later. The contractor must haul approximately 800 tons weekly during regular ACUA operating hours (Monday–Friday, 6:30 a.m. to 3:30 p.m., with limited Saturday availability) and process materials at a facility subject to ACUA inspection prior to award. The contractor must provide facility information and processing methods in the proposal, obtain all necessary federal, state, and local permits, maintain certified scales calibrated semi-annually, and submit monthly commodity market reports. ACUA staff will inspect incoming loads for contamination, load trailers, and conduct weighing at ACUA scales for billing.
The initial contract term runs three years from January 1, 2027, through December 31, 2029, with two optional one-year renewal periods subject to mutual agreement. Pricing is structured as a firm fixed price per ton for Years 1–3, with separate pricing for optional Years 4–5. An Average Commodity Revenue sharing mechanism requires ACUA to receive 50% of any monthly excess if commodity revenue exceeds the bid price. Bids must include a 10% bid guarantee (not to exceed $20,000) as a certified check or bid bond; the successful bidder must provide a 100% performance and payment bond. Payment is typically issued within 30 days of invoice, subject to Board of Commissioners approval and County Executive veto rights.
