About this opportunity

The City of Houston is requesting bids for comprehensive subway operations and maintenance services at George Bush Intercontinental Airport (IAH) under ITB 2026-0021, with bids due September 17, 2026 and a pre-bid conference and site visit on August 25, 2026. A 7% Women and Small Business Enterprises (WSBE) subcontracting goal applies.

The scope is turnkey 24/7/365 operations and maintenance of the IAH Subway System (a WEDWAY PEOPLEMOVER), including all labor, management, supervision, parts, equipment, materials, tools, supplies, and training. The system comprises approximately 10,615 feet of single-lane underground track in a continuous closed loop with six stations (Terminal A, Terminal B, Terminal C, Terminal D/E, Hotel, and A/B Parking Garage), eight three-car automated trains, and associated control and monitoring systems. The contractor must maintain performance standards including a maximum 19-minute round-trip time for six trains, no more than three minutes wait time, smooth ride quality, and no radio interference, and must comply with HAS's Enterprise Asset Management System (EAMS) for all recordkeeping. The contractor is responsible for all repair and replacement costs for failed components except those resulting from third-party damage, force majeure, or vandalism, which are reimbursed separately. Bidders must demonstrate a minimum of five years of experience operating and maintaining an Automated People Mover (APM) and provide at least three references for similar contracts.

The contract term is three years with two optional one-year renewal periods, potentially extending to five years total. Pricing for basic services is structured as monthly lump-sum payments; Other Work/Services are priced on a cost-plus-markup basis with hourly labor rates, materials, and subcontracted services subject to HAS approval. Pre-bid questions are due September 1, 2026. Award notification is estimated for September 2026, with City Council approval and contract start estimated for November 2026. Bidders must hold pricing for 120 days following submission.
