7.2 The Contractor shall operate and maintain the subway system to comfortably transport the maximum number of passengers between all station destinations in accordance with OEM standards consistent with historical passenger capacity data, given known contributors to and detractors from capacity and trip time performance defined by:

7.2.1 Travel time

7.2.2 Station dwell time, including door time and signal time

7.2.3 Station delays due to passenger obstruction

7.2.4 Delays due to down-line block occupancy

7.3 The Contractor shall ensure optimum system capacity/trip times by maintaining and verifying system adjustments/calibration/settings in accordance with OEM recommendations and monitoring trip time against prior logs of trip times.

7.4 Travel Time

7.4.1 Historical data indicates that the maximum link passenger volume over an interval of one (1) hour three (3) trips per hour, six (6) trains, times thirty-six (36) passengers per train) is six hundred forty-eight (648) passengers.

7.4.2 The Contractor shall operate and maintain the subway system to deliver a minimum round-trip time of nineteen (19) minutes under full-load operating conditions for six (6) trains.

7.4.3 An extended delay caused by additional time used for passenger loading and unloading is the only acceptable exception to this standard.

7.4.4 Travel time begins when the train leaves the departure station and includes wait time at intermediate stops.

7.4.5 Station dwell time is the time from zero (0) speed detection to the application of propulsion power, which includes signal time, time to open and close the train and station doors, and time the doors are open.

7.4.6 The dwell time at stations may be adjustable but should be considered fifteen (15) seconds at the parking station and twenty-five (25) seconds at all other stations for calculating travel time.

7.4.7 Signal time is the time to detect zero (0) speed and apply power to the station door operators, plus the time to detect that both train and station doors are closed, and all interlocks are satisfied before the application of propulsion power, and the time to open and close the train or station doors.

7.4.8 The station dwell time may be set according to projected activity for the respective station.

7.4.9 The Contractor shall monitor and record the trip time of each train using the central monitoring system. Any round-trip time in excess of a given value must be logged as real-time. The determination of ultimate trip time against which actual trip times will be monitored rests with HAS.

7.5 Wait Time

7.5.1 The Contractor shall operate and maintain the subway system to deliver no more than three (3) minutes waiting time in departing from stations in the loop-operating mode. This performance standard must be met with six (6) trains in operation.

7.5.2 The only exception to this requirement is an extended delay caused by additional time used for passenger loading and unloading at a station.

7.6 Ride Quality

7.6.1 The Contractor shall operate and maintain the subway system to deliver a smooth ride anywhere along the guideway and anywhere within the vehicles, throughout the complete vehicle load range from empty to fully loaded, regardless of the number of vehicles in a train. Changes in existing settings or adjustments that affect ride quality must be approved by the HAS Director.

7.7 Radio Interference

7.7.1 The Contractor shall ensure radio frequency noises generated by the subway system never result in improper functioning of any part of the system and that the subway system does not become susceptible to normal electromagnetic emissions from other equipment. The Subway System normally does not interfere with other communications systems or other loads at 0.01 to 1000 MHz via radiation or conduction of radio frequency noise.

7.7.2 In the event that interference is caused by the subway system, or any Contractor modifications to the subway system, the Contractor shall modify the subway system to eliminate the interference at no cost to HAS, and the Contractor shall be fully liable for any damages whatsoever which result from such interference.

7.8 System Availability

7.8.1 When the subway system, including vehicles, guideway, and stations becomes unavailable for passenger service for five (5) minutes, the Contractor will notify the HAS contract Project Manager immediately, followed by notification to the Airport Operations Center.

7.8.2 If Contractor is unable to restore full passenger service within the initial five (5) minutes, then a deduction may be assessed in the amount of $100.00 for each fifteen (15) minute interval or fraction of an interval until the situation is rectified. The situation shall be considered rectified when normal public service is verified by HAS

7.8.3 The fifteen (15) minute period referenced above shall begin if more than five (5) minutes elapse before the Contractor restores full passenger service, or if more than five (5) minutes of unavailability of passenger service is documented in automated monitoring reports.

7.8.4 During lapses of service, HAS reserves the right to bring in other Contractors to restore service or rectify problems at the Contractor's expense.
