About this opportunity

The Maryland Department of General Services is soliciting bids for pest control services at the Hagerstown District Court Multi-Service Center under a three-year contract term from November 1, 2026 through October 31, 2029, with bids due February 10, 2026.

Bidders must demonstrate a minimum of five years of successful pest control experience, with the fifth year immediately prior to bid submission, and must provide references from at least four comparable institutions. All applicators must hold valid, current Maryland Department of Agriculture certificates in accordance with COMAR Title 15; no trainees are permitted. The contractor may not subcontract work, mix or store chemicals on state property, or service the building during normal operating hours (8:00 a.m. to 5:00 p.m.).

Scope includes comprehensive pest control services — labor, materials, transportation, equipment, approved chemicals, and supervision — for interior and exterior pest and rodent control, including mechanical rooms, corridors, offices, storage areas, holding cells, and the building's outer perimeter. Monthly service visits are required with a 12-month schedule to be submitted within 30 days of contract start. The contractor must coordinate visits with the Building Manager, provide callback service within 24 hours at no additional cost, and use only mild odor or odorless chemicals registered with the Federal Department of Agriculture and EPA. Termite treatment is excluded from the base contract but bidders must provide a firm price per linear foot should termite services be required during the term.

Payment is calculated as 1/36 of the total base bid amount per month, invoiced in triplicate following each calendar month; failure to provide monthly service results in forfeiture of that month's payment. Award will be made to the responsive and responsible bidder submitting the lowest base bid. Bidders must complete a Contract Affidavit and Bid/Proposal Affidavit certifying compliance with Maryland's Commercial Nondiscrimination Policy, absence of debarment, non-collusion, and other standard certifications. Electronic Funds Transfer (EFT) payment authorization is required.
