About this file
This is a detailed specification document for a pest control service contract issued by the Maryland Department of General Services for the J. Louis Boublitz District Court Building in Hagerstown, Maryland. The contractor shall provide comprehensive pest control services including labor, materials, transportation, equipment, approved chemicals, and supervision to control, prevent, destroy, repel, or mitigate pests and rodents inside and outside the building's perimeter. The contract explicitly excludes termite treatment, which will be handled separately; however, bidders must furnish a firm price per linear foot for termite services should such treatment be required during the contract term. The contract term is three years, running from November 1, 2026, through October 31, 2029. A pre-bid conference and site visit have been scheduled to allow bidders to examine the scope of work and obtain clarification on contract requirements. Monthly service visits are required, with the contractor inspecting and treating both interior and exterior areas, including mechanical rooms, corridors, offices, storage areas, holding cells, and the building's outer perimeter. The contractor must submit a 12-month service schedule within 30 days of contract start and coordinate all visits with the Building Manager to avoid disrupting normal operations.
Bidders must demonstrate a minimum of five years of successful experience in pest control services, with the fifth year being immediately prior to bid submission. Documentation must include references from at least four comparable institutions and identification of a designated contractor representative available for consultation. All applicators must hold valid, current certificates from the Maryland Department of Agriculture in accordance with COMAR Title 15, and no trainees are permitted. The contractor shall use only mild odor or odorless chemicals registered with the Federal Department of Agriculture and EPA, and must provide a complete pesticide list to the Building Manager prior to contract start. The contractor is prohibited from subcontracting work, mixing or storing chemicals on State property, or servicing the building during normal working hours (8:00 a.m. to 5:00 p.m.). Callback service must be provided within 24 hours at no additional cost. Payment is calculated as 1/36 of the total base bid amount per month, invoiced in triplicate following each calendar month of service; failure to provide monthly service results in forfeiture of that month's payment. The award will be made to the responsive and responsible bidder submitting the lowest base bid for the entire three-year term.
