About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Office of Building and Mechanical Services, is requesting bids for a Master Agreement to provide gutter and downspout cleaning and roofing repair services under RFB 785 2700000065, with bids due August 27, 2026 at 1:30 PM ET. Reciprocal preference applies to Kentucky resident bidders, and preferences are available for Kentucky Correctional Industries and nonprofit agencies serving individuals with severe disabilities.

Services are provided at various Finance Cabinet-owned and maintained buildings primarily located in the Frankfort area and include gutter and downspout cleaning, metal roof and valley cleaning, caulk removal and replacement, roof leak repair, and drainage issue identification. Vendors must bid three labor line items: regular hourly rate (Monday–Friday 7:30 AM–4:30 PM), after-hours hourly rate (Monday–Friday after 4:30 PM), and emergency hourly rate (24/7/365 with three-hour response requirement). The vendor must provide all equipment, labor, materials, and supervision; guarantee new installation work for one year and repair work for 90 days from acceptance; and maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, plus Automobile Liability Insurance if applicable.

The Master Agreement is effective one year from award, expiring August 31, 2027, with four optional one-year renewal periods. Award uses best-value evaluation with 100 points: Labor Regular Hours Rate (50 points), Labor After Hours Rate (15 points), Labor Emergency Hours Rate (15 points), Experience (10 points), and Warranty (10 points). Pricing must remain valid for a minimum of 60 calendar days after the bid due date; no price increases are permitted during the first 12 months. Written questions are due August 19, 2026, with Commonwealth responses due August 20, 2026. Vendors must register in the Kentucky eProcurement System and submit electronic bids through the Vendor Self Service portal only.
