About this opportunity
The Town of Wethersfield, Connecticut is issuing an Invitation to Bid (ITB No. 2026-10) for on-call guide rail installation and repair services to be performed at various locations throughout the municipality on an as-needed basis. The procurement encompasses installation of new guide rail systems, repair and replacement of damaged systems, installation and replacement of end anchorages and terminal sections, removal and disposal of damaged materials, emergency response for guide rail damaged by vehicle impacts or storm events, and incidental improvements including post and hardware replacement and site restoration. The contractor must demonstrate the ability to respond to emergency situations within seven calendar days of notification and commence non-emergency work within twenty-one calendar days of receiving a work order. All work must conform to ConnDOT Standard Specifications for Roads, Bridge Facilities and Incidental Construction (Form 819) and ConnDOT Highway Standard Sheets for guide rail systems. The contract term is approximately two years, expiring December 31, 2027, with an option for the Town to extend into future years with contractor approval. The ITB opened March 30, 2026 at 4:00 PM EDT with a vendor question and answer period extending through April 14, 2026 at 2:00 PM EDT. Sealed bid proposals, submitted as two hard copies and one electronic copy on a flash drive, must be received by the Town Finance Department by 2:00 PM on April 21, 2026. Award will be made to the lowest responsible and qualified bidder, with consideration given to qualifications, ability to meet stated timeframes, and history of performance on previous projects.
There are no identified set-asides, disadvantaged enterprise restrictions, or limitations on the types of organizations that can respond to this procurement; all vendors are eligible to bid. No incumbent vendors or current contractors are identified in the solicitation documents. Prospective bidders must submit a bid bond or certified check equal to 5 percent of the bid amount as bid security, and the successful bidder must provide performance and labor and material bonds equal to 100 percent of the bid amount, issued by a surety company authorized to do business in Connecticut. The contractor must procure and maintain specified insurance coverage including workers' compensation, general liability with $1,000,000 per occurrence limits, and auto liability with $1,000,000 limits. Payment will be based on unit prices multiplied by actual quantities of work completed and accepted, with a 5 percent retainage held until expiration of the one-year guarantee period from the date of written acceptance of work. No estimated total value, line items, or budget range is identified in the solicitation documents. Funding is anticipated from the Engineering Department's operating budget and the Town Capital Improvement Program as authorized by the Wethersfield Town Council. Inquiries should be directed to Julie Gerace, Purchasing Department, at 860-721-2861 or purchasing@wethersfieldct.gov.
