About this opportunity

The City of Orlando Procurement and Contracts Division is requesting proposals for grounds maintenance services at the Wastewater Administration Complex, Water Conserv II Water Reclamation Facility, and 24 lift stations under RFP26-0439, with proposals due July 27, 2026, and mandatory pre-proposal conferences on July 14–15.

Proposers must meet mandatory minimum qualifications: three years of comparable grounds maintenance experience, three years of irrigation maintenance experience, and current pesticide and fertilizer application licenses supported by verifiable references. The scope encompasses approximately 72.55 acres across three locations and includes mowing (approximately 41 cycles annually), edging, weed control, shrub and tree maintenance, fertilization, pesticide and fertilizer applications, irrigation system maintenance, and debris removal. Work is performed Monday through Friday, 7:00 a.m. to 3:30 p.m., and each mowing cycle must be completed within two days. The contractor assumes responsibility for all damage to irrigation systems and site facilities caused by operations.

The contract term is three years from approval and execution, with two optional twelve-month renewal periods available for a cumulative total of up to 60 months. Pricing is submitted on a firm, F.O.B. destination basis. The City is exempt from Florida sales tax.

Evaluation criteria are operating plan (30 points), experience of proposer and assigned management team (40 points), veteran business enterprise participation (2 points), and price proposal (28 points). The City reserves the right to reject any or all proposals and may conduct oral presentations or best-and-final-offer discussions. Award of contracts exceeding $100,000 requires City Council approval.

Contractors must comply with the Living Wage Policy requiring a minimum of $15.00 per hour for covered employees, maintain E-Verify system compliance, provide comprehensive insurance coverage and performance bonds, and adhere to all federal, state, and local laws including non-discrimination and public records requirements.
