About this opportunity
The City of Plano is soliciting ground mulch hauling services via a price agreement with proposals due October 7, 2026. The contract establishes a one-year base term with four automatic one-year renewals.
Contractors must transport excess ground yard waste from the Custer Road Transfer Station in Plano to the Regional Composting Facility in Melissa, Texas, and may be called to haul from temporary grinding locations during emergency responses following significant weather events. Hauling operations occur Monday through Saturday, 8:00 a.m. to 4:30 p.m. Contractors must have the ability to haul a minimum of 80 cubic yards per load, with larger capacity preferred. At the Custer Road Transfer Station, City personnel provide loading; contractors must provide loading at alternate emergency sites. Pricing is quoted on a per-cubic-yard-delivered basis for ground yard trimming material, with all costs — freight, delivery, mobilization, demobilization, and fuel surcharges — incorporated into the bid price with no additional charges permitted. Payment is made at project completion based on cubic yards hauled, supported by drop tickets signed by City employees.
Bidders must submit five-year work history documentation demonstrating contracted experience with at least three clients on projects of approximately the same scope and size within the past five years. Contractors must provide proof of insurance within ten business days of City request, maintain personnel meeting Form I-9 employment eligibility requirements, and comply with all City codes, NTMWD site rules, and safety requirements. The City reserves the right to award price agreements to multiple qualified vendors and will utilize contractors based on pricing, availability, and qualifications. The City also reserves the right to compare pricing against state and inter-local contracts and to reject all bids and re-solicit if deemed necessary. Recent emergency use in 2024 involved approximately 100,000 cubic yards from a temporary grinding site.
