About this file
This is a specifications document for a ground yard waste hauling services price agreement issued by the City of Plano, Texas. The City seeks qualified trucking firms to transport excess ground yard waste material from the Custer Road Transfer Station facility to the Regional Composting Facility in Melissa, Texas, with potential use from temporary grinding locations during emergency responses following significant weather events. The contractor must have the ability to haul a minimum of 80 cubic yards per load, with larger capacity preferred for cost-effectiveness. Hauling operations shall occur Monday through Saturday between 8:00 AM and 4:30 PM. The price agreement will be established for one year with four automatic one-year renewals. Bidders must submit five-year work history documentation demonstrating contracted experience with at least three clients on projects of approximately the same scope and size within the past five years. The City reserves the right to award price agreements to multiple qualified vendors and will utilize contractors based on pricing, availability, and qualifications.
Pricing shall be quoted on a per-cubic-yard-delivered basis for ground yard trimming material, with all costs including freight, delivery, mobilization, demobilization, and fuel surcharges incorporated into the bid price with no additional charges permitted. Payment will be made at project completion based on cubic yards hauled, supported by drop tickets signed by City employees, with no payment issued without proper documentation. The City currently operates a composting program established since 1992; this contract addresses emergency hauling needs triggered by significant weather events exceeding processing capacity, with recent 2024 emergency use involving approximately 100,000 cubic yards from a temporary grinding site. At the Custer Road Transfer Station, City personnel will provide loading services; however, contractors must provide loading at alternate emergency sites. Contractors must provide proof of insurance within ten business days of City request, maintain qualified and trained personnel meeting Form I-9 employment eligibility requirements, and comply with all City codes, NTMWD site rules, and safety requirements. The City reserves the right to compare pricing against state and inter-local contracts and to reject all bids and re-solicit if deemed necessary.

This contract is currently utilized during emergency situations following significant weather events that generate volumes of yard debris exceeding the City’s processing capacity, or during extended periods of grinding equipment downtime. The most recent use occurred in 2024, when approximately 100,000 cubic yards of yard debris were hauled from a temporary grinding site located within Plano.
Yard waste is typically loaded by the City using an 8-yard front loader.
