Smiley Road Water Control and Improvement District No. 2, in partnership with developer PH Land Holdings, LLC, is soliciting sealed bids for paving and utility improvements in the Green Meadows Tract 4B project in Denton County and Garland City, Texas, with bids due August 25, 2026 at 2:00 p.m. and 2:15 p.m. local time (separate sealed-bid envelopes for utility and paving scopes, respectively) at BGE, Inc. in Frisco, Texas. Prevailing wage rates apply under Texas Government Code Chapter 2258, with a $60-per-worker-per-day penalty for underpayment. Contractors must comply with Form 1295 (Interested Party Disclosure), verification of non-boycott status regarding Israel, Iran, Sudan, terrorist organizations, energy companies, and firearm entities, and tax-exemption documentation.
The paving scope includes approximately 9,380 square yards of 7-inch reinforced concrete pavement with 6-inch lime-stabilized base, hydrated lime material, 10-mil polyethylene sheeting, developer sidewalks, barrier-free ramps, and miscellaneous paving items including sign installation. The utility scope includes approximately 2,660 linear feet of 8-inch sanitary sewer pipe, 2,000 linear feet of storm reinforced concrete pipe, and 2,800 linear feet of 8-inch water pipe, with associated fittings, accessories, testing, and trench safety work.
Bidders must be responsible for all subsurface testing and investigations; site visits are available during normal working hours by contacting the engineer. Bid security of 5 percent (certified check, cashier's check, or bid bond) is required. Award will be made to the lowest responsive bidder evaluated on proposal amount (50 percent weighting), project experience and references (20 percent), scheduling and execution capability (20 percent), safety record (5 percent), and financial capability (5 percent). Contractors must demonstrate successful completion of four similar projects in the Dallas-Fort Worth area within the last three years. Contract execution and bond delivery are due within seven calendar days of Notice of Award. Performance, Payment, and Maintenance Bonds at 110 percent of contract price are required. Liquidated damages are $1,000 per day for failure to achieve substantial completion and $5,000 per day thereafter. Progress payments are 90 percent monthly with 10 percent retainage under Texas Water Code Section 49.276. PH Land Holdings, LLC is the responsible party for all contractor payments; the District assumes no independent payment obligations.
