About this opportunity
The City of Park Ridge, Illinois is requesting bids on green alley construction (IFB PW-26-14) with bids due August 20, 2026 at 10:15 a.m. The project is a permeable green alley approximately 660 feet long and 16 feet wide, featuring an 8-foot-wide permeable paver section with aggregate base flanked by 4-foot-wide concrete pavement on each side, with perforated underdrains connected to the combined sewer system. Prevailing wage requirements apply under the Illinois Prevailing Wage Act.
The scope includes removal and disposal of unsuitable material, permeable interlocking paver installation, concrete curb and gutter construction, sewer improvements, garage apron reconstruction, tree removal, and related appurtenant work defined across 33 line items in the Schedule of Prices. The contractor must complete all work within 10 weeks of notice to proceed, with punch list items due within 30 days of completion. Coordination with the City and Construction Engineer is required throughout. The confined work area, often bounded by existing fences, requires protection from damage, and work must proceed uninterrupted to minimize access loss to the alley and adjacent properties.
The contract term is one year following City Council approval and execution by the City Manager, with contract award anticipated in September 2026. A bid bond equal to 5% of the total bid amount is required, received within three business days after bid opening. Performance and Payment Bonds in the full amount of the contract are required before work commences. Insurance requirements include Workers' Compensation, Commercial General Liability ($2 million general aggregate minimum), Commercial Automobile Liability ($1 million combined single limit), and Umbrella Liability ($2 million minimum).
Liquidated damages are $1,500 per calendar day for failure to complete work on time and $1,000 per day for failure to keep roads open to traffic. Questions were due August 11, 2026 at 2:00 p.m., with a Final Q&A Addendum published August 13, 2026. Payment follows the Local Government Prompt Payment Act.
Opportunity text
It is the intent of this project to construct a complete inverted crowned brick and concrete green alley with a permeable base and PVC perforated underdrain system out-falling into the existing sewer system. The variable existing conditions within and along the alley right-of- way will require the Contractor to adjust the pavement section and proposed barrier curbs shown in the plans and special provisions to match existing ground and garage grades. The confined work area within the right of way is often defined by existing fences which will require protection from damage in the construction process. Work must begin and continue uninterrupted to completion to minimize the loss of access to the alley and adjacent properties caused by construction. Coordination and cooperation with the City and Construction Engineer is vital to the construction process.
