About this opportunity

Southwest Independent School District (SWISD) is requesting proposals for grease trap pumping, jetting, inspection, and repair services across its 19 campuses in southwest Bexar County, Texas, with responses due August 18, 2026 at 2:00 PM Central Time.

The scope encompasses district-wide grease trap services compliant with San Antonio Water System (SAWS) regulations, including measuring trap volumes, full pumping before jetting and inspection, repair identification and communication to the Child Nutrition Department, proper disposal with documentation, annual SAWS-compliance inspections, post-inspection reporting via USB or Google Drive, and necessary repairs such as coating and component replacement. Vendors must be qualified and licensed. Background checks and fingerprinting for all employees with direct contact with students or on-site work are required under Texas Education Code and Senate Bill 9.

The contract term runs November 1, 2026 through October 31, 2028, with an option for three additional one-year extensions. Evaluation uses a weighted matrix: price (70 points), vendor reputation (20 points), and meeting district needs (10 points). Questions are due August 11, 2026 at 2:00 PM Central Time. One vendor will be selected subject to SWISD Board of Trustees approval.

Vendors must provide certificates of insurance with comprehensive liability of $1 million per occurrence and workers' compensation at statutory limits, naming SWISD as additional insured. Performance bonding is required for services exceeding $50,000; payment bonding for services exceeding $100,000. SWISD is exempt from federal, state, and sales taxes — vendors must exclude sales tax from proposals. All proposals must include W-9, Conflict of Interest Questionnaire, Out of State Certifying Statement, Certificate of Interested Parties Form 1295, and completed Cost Proposal form. The district reserves the right to waive minor deviations, reject responses, cancel the solicitation, adjust quantities, or procure by other means.
