About this opportunity
The Missouri Department of Corrections is issuing an Invitation for Bid (IFB) for grease interceptor and sludge trap pump-out and disposal services at the Missouri Eastern Correctional Center in Pacific, Missouri. The contractor shall provide on an as-needed basis pump-out and disposal services for one grease interceptor/sludge trap with six compartments and an approximate capacity of 8,100 gallons, with services estimated to be required approximately four times annually. All costs associated with labor, equipment, parts, and disposal must be included in the stated unit prices, quoted FOB Destination with freight prepaid and allowed. Sealed bids must be submitted electronically through MissouriBUYS by 2:00 p.m. Central Time on May 14, 2026, with the contract period running from June 9, 2026, through June 8, 2027, renewable for two additional one-year periods. Questions must be submitted to Craig Lee, Procurement Officer II, at (573) 526-0591 or craig.lee@doc.mo.gov no later than ten calendar days before the bid due date. Non-mandatory site tours are available by appointment with at least four days' notice by contacting Jessica Poschel at (636) 334-8317. Evaluation will be based on objective cost analysis using a formula comparing each vendor's price to the lowest responsive vendor's price, with vendors required to submit firm, fixed unit prices per gallon for the original contract period and maximum prices for each renewal period on the required exhibits.
The solicitation includes bonus preference points for vendors meeting specific criteria: five to fifteen points for vendors utilizing Organizations for the Blind or Sheltered Workshops with a minimum 2% or $5,000 commitment, and three points for Missouri Service-Disabled Veteran Business Enterprises that meet specified qualifications. The contractor must comply with all applicable federal, state, and local regulations including DOT, OSHA, EPA, and St. Louis County Health Department requirements, and must provide non-hazardous waste manifests documenting all waste disposal. A previous contract exists under contract number Y23708350, which may be reviewed on the MissouriBUYS Contract Board. The Department will not pay sales tax and will not make additional payments for any reason beyond the stated unit prices. No specific budget range or award value is provided in the solicitation; however, based on the estimated quarterly service requirement of approximately 8,100 gallons per year, the contract value will depend on the unit prices submitted by responsive bidders.
