About this opportunity

The Missouri Department of Transportation - St. Louis District is soliciting a single-source procurement for the GovComm Wrong-Way Video Detection System (GC-WWVDS) from Polara Enterprises, LLC, with proposals due August 17, 2026. MoDOT has determined that only Polara Enterprises manufactures the proprietary software, edge-based artificial intelligence analytics, detection algorithms, system architecture, communications protocols, and warning device activation logic required; no other manufacturer or supplier offers equivalent capability. This is a one-time purchase structured as a Blanket Purchase Agreement.

Prospective vendors may contest the single-feasible-source determination by demonstrating their ability to supply equivalent commodities or services within the response period. The system is procured as a complete integrated solution comprising detection equipment, local processing hardware, communications interfaces, warning sign activation controls, central management software, reporting tools, and system diagnostics. All replacement components, software updates, firmware revisions, technical support, and system enhancements must be obtained directly from Polara Enterprises to maintain system performance, reliability, compatibility, and warranty coverage.

The Buy American Act applies; the estimated expenditure exceeds $25,000. Bidders must complete Exhibit N certification establishing that products are manufactured in the U.S., manufactured outside the U.S., or represent a mixed-sourcing scenario. Certification must cover finished products (not component parts), include U.S. manufacturing locations for domestic products, countries of origin for foreign-manufactured items, applicable trade treaties for treaty-qualified imports, and sole U.S. manufacturer information where applicable. Bidders certify under penalty of class A misdemeanor that all information is accurate and complies with Missouri Revised Statutes sections 34.350 to 34.359.

Vendors must register with MissouriBUYS (Powered by MOVERS) to submit responses electronically. All necessary business compliance exhibits must accompany the bid. Payment terms are Net 30 on a FOB basis. No pre-bid conference or site visit is scheduled.
