About this opportunity
The City of Raleigh Transportation/Transit Division is requesting bids on installation of approximately 120 timepoint signs across thirty-four GoRaleigh bus system routes, with bids due electronically by 5:00 p.m. on August 28, 2026 and questions due by noon on August 14, 2026. The project is subject to Davis-Bacon prevailing wage requirements (minimum $13.30 per hour) and Buy America provisions.
Bidders must hold a North Carolina construction license under General Statute Chapter 87, be registered in SAM.gov, and submit a bid bond or certified check equal to 5% of the bid price. The scope requires installation of pre-printed signs on existing signposts (no new posts) using specified hardware, coordination with City project manager Sara Tromba, and compliance with City standards and applicable federal, state, and local regulations. Work must be completed within 180 consecutive calendar days from the Notice to Proceed, occurring between 9:00 a.m. and 4:00 p.m. Monday through Friday or on weekends for safety compliance on NCDOT-maintained and major roads. All timepoint signs are available for pickup at the City of Raleigh Sign Shop.
The project is federally funded through the Federal Transit Administration with potential federal funding assistance up to 80%. Bids exceeding $100,000 require completion of federal certifications on Lobbying (Attachment A), Debarment and Suspension (Attachment D), and Owner's Certification of Compliance with Davis-Bacon Provisions (Attachment G). The bid submittal checklist includes the Bid Proposal Form, bid amount, subcontractor names and license numbers, acknowledgement of addenda, bidder qualifications with three project references, safety evaluation questionnaire responses, federal attachments, and SAM.gov registration documentation. Bid prices must remain valid for 45 days following bid opening. No bid withdrawal is permitted for 60 days after the scheduled closing time. Any addenda will be posted by Friday, August 21, 2026.
