About this opportunity
The Utah Governor's Office of Planning and Budget (GOPB) is pursuing a sole-source award for economic forecasting data subscription services with an intent-to-award notice posted July 31, 2026 and a challenge period closing August 7, 2026, under a non-competitive procurement justified by unique vendor capability.
GOPB asserts that Moody's Analytics is the only source providing the specific combination of datasets, scenarios, and integrated functionality required for state budget and revenue forecasting. Market research confirmed that competitors including S&P Global, Oxford Economics, and REMI do not offer the requisite combination of historical, real-time, and Utah-specific forecast data with stress-testing scenarios (moderate recession, severe recession, and stagflation), filtering and search functions, scheduling capabilities, mapping functionality, and Microsoft Office integration.
The scope comprises four subscription components: Forecast Database for Single State + Alternative Scenarios (6 users), Forecast Database for U.S. Macro/Financial (6 users), Historical Database for U.S. National and Regional (8 users), and Economic View for real-time US/Canada data (4 users). The contractor must deliver ten forecast scenarios across eleven sectors — banking, consumer, demographics, government, gross state product, personal income, wages, industrial, labor markets, real estate, and retail sales — with platform support for chart conversion, data transformation, batch download, advanced filtering, scheduled queries, mapping, and Office integration.
The estimated contract value is $300,052 over a five-year term with no freight costs. Performance commences September 25, 2026. All respondents must comply with Utah Code 63G-27 regarding economic boycott and Israel boycott certifications. Interested vendors may challenge the sole-source determination by submitting documentation demonstrating that other qualified sources meet or exceed specifications or offer better transitional cost terms. Legislative appropriations may provide additional funding if the legislature allocates resources for this scope.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
