Pricing must be quoted in United States currency on a per-pound basis, FOB Destination prepaid with freight included, and remain firm for the initial two-year contract term.

Delivery must occur within quoted lead times; late deliveries incur deductions of $0.50 per 50-pound bag and $20.00 per 2,000-pound container per calendar day overdue.
Evaluation occurs in three phases: Phase 1 assesses responsiveness and mandatory requirements (pass/fail); Phase 2 evaluates acceptance of State terms and conditions (200 points) and cost detail (800 points); Phase 3 selects finalist(s) on best-value basis. Evaluation and selection are anticipated complete by September 30, 2026.
