About this file

This is Solicitation Addendum No. 1, issued by the Minnesota Department of Administration's Office of State Procurement on behalf of SWIFT Event 2000018450. The addendum revises the specifications for glass beads used in liquid pavement marking materials. Glass beads must conform to MnDOT Standard Specifications for Construction, 2025 Edition, Section 3592 Drop-On Glass Beads and must be listed on the MnDOT Approved/Qualified Products listing in the Glass Bead category. The addendum adds the requirement that all glass beads must be dual coated, and if Utah Blend Glass Beads are supplied, they must be at least 40% direct melt. The revised specifications are incorporated by reference and available on MnDOT's website. The solicitation due date remains September 2, 2026, at 3:00 p.m. Central Time. The contract period runs from March 1, 2027, through February 29, 2029, with an option to extend up to an additional 36 months in increments determined by the State. This is an as-needed, variable-quantity contract serving all state agencies and Cooperative Purchasing Venture members with an estimated annual contract value of $1.3 million to $1.5 million.

Pricing must be quoted in United States currency on a per-pound basis with FOB Destination prepaid freight included, and pricing must remain firm for the initial two-year contract term. Glass beads are offered in 50-pound bags and 2,000-pound containers, with delivery required within quoted lead times; late deliveries incur deductions of $0.50 per 50-pound bag and $20.00 per 2,000-pound container per calendar day overdue. Targeted Group, Economically Disadvantaged, Veteran-Owned, and DEED/DHS businesses receive up to 120 preference points in evaluation. Eligible responders must be Original Equipment Manufacturers, Authorized Representatives, or Distributors. Evaluation occurs in three phases: Phase 1 assesses responsiveness and mandatory requirements on a pass/fail basis; Phase 2 evaluates acceptance of State terms and conditions (200 points) and cost detail (800 points); Phase 3 selects finalist(s) on a best-value basis. Evaluation and selection are anticipated to be complete by September 30, 2026. All responses must be submitted electronically through the SWIFT Supplier Portal; fax and non-electronic responses will not be accepted.
