About this opportunity
The Alabama Department of Corrections is soliciting bids on PepperBall non-lethal weapons, launchers, projectiles, and accessories under an Invitation to Bid with a proposal due date of July 27, 2026. The contract will be established for an initial 12-month period with options to extend for four additional 12-month periods, contingent on written agreement by both parties at least 30 days prior to expiration of each period.
Bidders must be authorized manufacturer representatives for their proposed PepperBall brand and provide proper documentation to avoid rejection. All materials must be new, unused, of recent manufacture, and delivered within 60 days of purchase order receipt unless otherwise communicated. Suppliers must accept multiple forms of electronic payment at no cost to the state and submit E-Verify and Alabama Vendor Disclosure Statement documentation prior to award.
The contract is structured on an all-or-none basis to the lowest acceptable bidder offering the highest discount percentage off manufacturer's suggested retail price. Bidders must provide discount percentages for specified line items, with the evaluation prioritizing price competitiveness against MSRP benchmarks. No minimum purchase quantities are guaranteed; orders will be placed on an as-needed basis.
The state reserves the right to conduct cost realism and price reasonableness analyses and may cancel contracts with 72 hours' notice or immediately for public health and safety threats. Payment is made 30 days in arrears only upon receipt of ordered items in satisfactory condition. Price increases during contract performance are permitted only with documented manufacturer or supplier justification and cannot exceed Consumer Price Index increases for the same period; price decreases must be passed to the state immediately. Freight charges and unloading at ADOC facilities are the supplier's responsibility. Questions are due July 21, 2026 at 3:00 p.m.
