About this opportunity

The State of Alabama Division of Procurement is soliciting bids for baggage scanner systems through an Invitation to Bid (ITB) under the Golden Key Information Consortium (GKIC) cooperative purchasing vehicle, with bids due October 12, 2026.

The procurement is for baggage scanning equipment and related services, including hardware, software, installation, training, and ongoing support for security screening applications at government facilities. Bidders must meet specified technical performance standards including scanning capacity, image resolution, and alarm sensitivity thresholds, and must demonstrate compliance with relevant industry standards and regulatory certifications. Equipment must integrate with existing airport security infrastructure.

The solicitation carries standard Alabama state procurement requirements: bid responses must be submitted in hard copy format with handwritten signatures in ink unless otherwise specified; all bids must be registered in the Alabama Buys portal with participation indication prior to bid close; and unit pricing governs over extended amounts. The State reserves the right to conduct cost realism and price reasonableness analyses and to request written proof of supplier qualifications including manufacturer authorizations, professional licenses, and certificates of insurance following bid opening.

Vendors with employees in Alabama must comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, including E-Verify enrollment documentation. Suppliers must complete a Vendor Disclosure Statement if contract value exceeds $25,000 and certify compliance with Alabama sales and use tax collection requirements. Electronic payment methods are required at no additional cost to the State.

An Intent to Award will be issued before final award and continues for five calendar days; award becomes final if no protests are filed. The State does not guarantee any volume of business and retains the right to cancel contracts with 72 hours' written notice, or immediately for threats to public health, welfare, or safety.

Site visits and pre-bid conferences may be scheduled. The contract will establish a term with potential renewal options for equipment upgrades, maintenance, and technical support.
