About this opportunity
Utah Housing Corporation is requesting proposals for compensation practices and pay equity review services under RFP GJ27-11, with technical and cost submissions due August 28, 2026 by 5:00 p.m. Mountain Time and questions due August 19, 2026.
The scope encompasses comprehensive review of UHC's compensation programs, policies, procedures, and governance practices, including compensation program assessment, pay equity analysis with statistical methodology and regression analysis, policy and governance review, executive compensation recommendations with market-based ranges, an implementation roadmap with prioritized actions, and presentation of findings to the UHC Board of Trustees. The engagement is anticipated to be completed within two to four months following contract execution.
Threshold requirements mandate independence from conflicts of interest, no existing compensation-setting role with UHC, objective recommendation capability, data privacy and confidentiality protections, and security of employee compensation data. Selection criteria include firm experience with compensation studies and pay equity analyses, qualifications of proposed project personnel, methodology and technical approach, deliverables and implementation support, ability to meet timelines, reference checks, and cost proposal evaluation.
Technical proposals must not exceed 15 pages (excluding exhibits) with 12-point minimum font, submitted in PDF format to Valerie Terry at vterry@uthc.org. Cost proposals, submitted to Travis Kartchner at tkartchner@uthc.org by the same deadline, must identify all fees, expenses, and anticipated costs. File uploads are limited to 1 gigabyte per file. UHC reserves the right to reject any or all proposals, conduct interviews at respondent's expense, negotiate terms with selected respondents, or reissue the RFP. All submitted proposals become the sole property of UHC and are subject to Utah's Government Records Access and Management Act; however, the final confidential report will be issued only to UHC's legal counsel and will not be subject to public inspection. Any resulting contract must comply with the State's Terms and Conditions, with exemption requests strongly discouraged and submitted before the response deadline.
