This project is funded through South Carolina's State Revolving Fund and is subject to federal contracting requirements including Davis-Bacon prevailing wage and "Build America, Buy America" (BABA) domestic content provisions. Bidders must identify all proposed subcontractors representing 3% or greater of the base bid and indicate self-performed work by specialty. The contractor must hold a valid South Carolina contractor's license with a WP designation and demonstrate completion of at least three similar projects at existing, operating facilities representing at least 50% of project value within the past ten years. Compliance with the South Carolina Illegal Immigration Reform Act through E-Verify participation and nonresident withholding requirements under S.C. Code Section 12-8-550 are mandatory.
Substantial completion is due within 420 consecutive calendar days and final completion within 450 consecutive calendar days from the Notice to Proceed, with liquidated damages assessed for delays. Bids exceeding $100,000 require a bid bond equal to 5% of the bid amount. A performance bond and payment bond, each equal to 100% of the contract price, are due within 15 calendar days of the Notice of Award. The contract will be awarded to the lowest responsive and responsible bidder within 90 days of bid opening. A non-mandatory pre-bid conference and site visit are scheduled for October 7, 2026 at 9:00 a.m. at ReWa's Administration Building.
