About this file
This is a Technical Specification document for the Georges Creek Wastewater Reclamation Facility (WWRF) Equipment Upgrade Division II, issued by ReWa in South Carolina as an Invitation for Bid (IFB 9-25-26). The project encompasses the procurement and installation of equipment for wastewater treatment facility upgrades. The specification document establishes detailed technical requirements and standards that bidders must meet when submitting equipment proposals and pricing for the Division II portion of this equipment upgrade project. The document serves as the binding technical framework that all bids must comply with, ensuring that proposed equipment meets the facility's operational and regulatory standards. Specific response dates, due dates, site visits, and bidders' conference information would be outlined in the associated invitation for bid documents.
This project is funded through South Carolina's State Revolving Fund (SRF), which subjects it to federal contracting requirements and oversight by ReWa. The project incorporates Davis-Bacon wage requirements and "Build America, Buy America" (BABA) provisions. Prospective bidders are required to implement procedures ensuring that disadvantaged business enterprise (DBE) firms receive opportunities for meaningful participation in any subcontracted work. The federal funding source and associated compliance requirements establish the regulatory framework within which all bids and contract performance must occur, necessitating bidder familiarity with prevailing wage standards and domestic content requirements.
