About this opportunity

New Smyrna Beach Utilities is requesting quotations for generator maintenance and inspection services on 24 stationary and portable generators (60 kW to 1,600 kW) across multiple utility locations, with quotations due October 15, 2026 at 2:30 p.m. via email to Lauren Wright at lwright@nsbufl.com or through VendorLink.

The scope includes documented inspections of complete generator assemblies, two-hour annual load bank tests with written reports, inspection of automatic transfer switch cabinets and components, infrared scanning of main load center breakers and service entry breakers with photographic documentation, valve adjustment with before-and-after compression reports, access to proprietary operating software for troubleshooting, and emergency response capability within one hour of initial contact during outages. The contractor must deliver two hard copies and one electronic PDF version of all formal reports.

Vendors must demonstrate a minimum of five years of business experience and provide three references including relationships with utility and governmental agencies; the Commission will conduct reference checks during award. The contract term is one year with three optional one-year renewals upon mutual agreement. Unit prices must remain firm for the initial one-year period, with price adjustments considered prior to renewals. Miscellaneous service rates apply for minimum call hours, standard service call hourly rates, and emergency service call rates with a 1.5-hour show-up requirement.

All contractors must comply with Florida E-Verify requirements, maintain comprehensive general liability insurance with limits of $2 million general aggregate and $1 million per occurrence, workers' compensation coverage, comprehensive automobile liability of $1 million combined single limit, and professional liability insurance of $1 million where applicable. Contractors must also certify drug-free workplace programs, submit non-collusion affidavits, comply with foreign country of concern attestations, submit human trafficking affidavits, and satisfy various other Florida statutory compliance certifications. The Commission reserves the right to award based on price, references, experience, and overall best value rather than lowest cost alone.
