Summary of RFQ 26-773 Generator Maintenance Contract

This Request for Quotation (RFQ) is issued by New Smyrna Beach Utilities, a political subdivision of the City of New Smyrna Beach, Florida, seeking qualified generation contractors to perform annual maintenance and inspection services on 24 stationary and portable generators ranging from 60 kW to 1,600 kW across multiple utility locations. The scope of work includes thorough documented inspections of complete generator assemblies, two-hour annual load bank tests with written reports, inspection of automatic transfer switch (ATS) cabinets and components, infrared scanning of main load center breakers and service entry breakers with photographic documentation, valve adjustment with before-and-after compression reports, access to proprietary operating software for troubleshooting, and emergency response capability within one hour of initial contact during outages. The contractor must provide two hard copies and one electronic PDF version of all formal reports. Quotations were due by 2:30 p.m. on October 15, 2026, submitted via email to Lauren Wright, Purchasing Agent at lwright@nsbufl.com, or through VendorLink. The contract term is one year with three optional one-year renewals upon mutual agreement, and the Commission reserves the right to award based on price, references, experience, and overall best value rather than lowest cost alone.

Unit prices quoted must remain firm for the initial one-year period, with price adjustments to be considered prior to any renewal agreements. The contract includes miscellaneous service rates for minimum call hours, standard service call hourly rates, and emergency service call rates with a 1.5-hour show-up requirement. Vendors must demonstrate a minimum of five years of business experience and provide three references including relationships with utility and governmental agencies. The Commission will conduct reference checks during the award process. All contractors must comply with Florida E-Verify requirements for employment eligibility verification, maintain comprehensive general liability insurance with limits of $2,000,000 general aggregate and $1,000,000 per occurrence, workers' compensation coverage, comprehensive automobile liability of $1,000,000 combined single limit, and professional liability insurance of $1,000,000 where applicable. Additional requirements include certification of drug-free workplace programs, non-collusion affidavits, compliance with foreign country of concern attestations, human trafficking affidavits, and various other statutory compliance certifications under Florida law.
