About this opportunity

The City of Long Beach, California, acting through its Office of Special Events & Filming, is requesting proposals for Generator and Equipment Rental Services on an as-needed basis for citywide events, with proposals due October 1, 2026 and questions due September 2, 2026. A local-preference program awards five percentage points to vendors with a Long Beach business license and principal place of business within the city; an additional five points are available to vendors operating from brick-and-mortar or commercial locations, for a maximum of ten preference points.

The scope includes rental, delivery, installation, fuel management, preventative maintenance, 24/7 technical support, site restoration, and pickup of generators ranging from 3 kW to 180 kVA and heavy equipment including scissor lifts, light towers, forklifts, utility vehicles, and trash trailers. The City does not guarantee a minimum contract amount.

The contract term is two years with an option to renew for three additional one-year periods, yielding a maximum five-year term. Evaluation criteria are organizational capacity and experience (30 percent weight), method of approach and operational protocols (40 percent weight), communications and reporting capabilities (20 percent weight), and cost reasonableness (10 percent weight). Cost proposals must be submitted in Excel format with unit costs itemized per event or monthly.

Proposals are scored on a 100-point scale. Interviews and demonstrations are scheduled for dates to be determined during the September–October 2026 evaluation period. Proposers must submit all documents via LongBeachBuys.com and certify authorization, compliance with the Vendor Code of Conduct, non-debarment within the preceding three years, and absence of fraud convictions or public-transaction terminations for cause. All contracts exceeding $100,000 are subject to the City's Equal Benefits Ordinance. Insurance requirements include commercial general liability ($1,000,000 per occurrence and $2,000,000 general aggregate), workers' compensation as required by California Labor Code, and commercial automobile liability ($500,000 combined single limit if vehicles are used). Proposals must remain firm and fixed for 90 days from the submission deadline.
