About this opportunity
The County of Orange, County Executive Office – Procurement and Contract Services, is soliciting proposals for General Maintenance Services on an as-needed basis for county departments and participating agencies, with proposals due November 6, 2026. Certified Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprises (DVBE) firms receive a 5 percent cost-scoring preference, or 8 percent if certified as both.
Scope covers routine, recurring, and usual maintenance work to preserve and maintain existing county facilities and systems, including carpentry, concrete, electrical, masonry, painting, plumbing, roofing, HVAC, and welding. The RFP explicitly excludes new construction, reconstruction, renovation, expansion, capital improvements, and work that materially changes facility function or capacity. Respondents must hold an active California Secretary of State registration and a California Contractors State License Board Class B General Building Contractor license, with a minimum of five continuous years performing similar maintenance services for municipal, commercial, or industrial clients and at least one public agency reference.
Pricing is submitted on a time-and-materials basis with hourly rates across 24 trade classifications covering regular hours (7:00 a.m. to 5:00 p.m., Monday to Friday), after-hours, and weekend/county holiday work, plus reimbursement markups for materials, permits, rental equipment, and approved subcontractors at actual cost. A one-year warranty on all labor and materials is required. Respondents must comply with DIR registration requirements for projects exceeding $15,000 and provide W-9 or W-8 tax forms within ten days of award notification.
Evaluation allocates 500 points to the written response, 400 points to presentation or interview (if conducted), and 100 points to the cost proposal. An optional pre-submittal meeting and site visit are available but not required. Questions are due October 23, 2026, at 2:00 p.m. Responses must remain valid for at least 365 calendar days from the closing date. Respondents must submit electronically via the County's eProcurement Portal and provide 24/7 emergency response capabilities with one-hour acknowledgment and three-hour dispatch requirements.
