About this opportunity

The State of Colorado, Department of Natural Resources on behalf of Colorado Parks and Wildlife, is requesting information on wildlife damage claim management systems under RFI PMAA 2027_0007, with responses due September 4, 2026 at 12:00 PM Mountain Daylight Time. This is market research only; no award will result from this RFI, but responses will inform a subsequent formal solicitation.

CPW seeks a modernized, centralized system—off-the-shelf, customizable, or hybrid—to replace paper-driven processes for wildlife damage claim processing involving elk, deer, bear, mountain lion, moose, bighorn sheep, bison, pronghorn, mountain goats, grey wolves, and wolverines. The system must support both internal staff and external users (landowners) with data-driven tracking, user-friendly interfaces, centralized document management, and distributed multi-role environments. All work must comply with Colorado accessibility standards and WCAG Level AA.

Respondents must demonstrate experience with government enterprise-level systems, accessibility standards, and user experience design. Proposals must include a completed submission form, corporate overview, proposed team details, capabilities statement, three client references with work samples, project management methodology with implementation timelines, and a separate pricing proposal. The pricing proposal must detail fees for initial design, development, testing, and implementation phases; identify basic and optional platform components; and provide ongoing annual cost estimates. CPW anticipates a 31-day post-launch contingency period followed by monthly firm-fixed-price support of 50 hours per month at a mutually agreed hourly rate, with unused hours accumulating to a maximum of 100 "float hours" for use in subsequent months. Annual fees will increase based on the Consumer Price Index.

The Wildlife Damage Program is funded entirely through Colorado Parks and Wildlife license revenues via annual appropriation from the Game Cash Fund. Questions are due August 4, 2026, with answers posted to Colorado Vendor Self Service by August 14, 2026. Expected response review runs September 8–11, 2026, with candidate interviews estimated for September 16–18, 2026. Responses must be submitted through Colorado VSS or email to Klay Tolleson at klay.tolleson@state.co.us.
