About this opportunity

The Colorado Department of Natural Resources on behalf of Colorado Parks and Wildlife is issuing an RFI for a centralized wildlife damage claim management system, with responses due August 26, 2026 at 12:00 PM MDT and questions due August 4, 2026. This is market research only; no award will result from the RFI, but responses will inform a future competitive solicitation.

CPW seeks a modernized, off-the-shelf, customizable, or hybrid system to replace current paper-driven processes for handling damage claims caused by specified big game species including elk, deer, bear, mountain lion, and bison, as well as grey wolves. The system must streamline internal and external claim processing, improve document management, and enable data-driven decision-making.

Respondents must provide detailed proposals addressing system capabilities, proposed team qualifications and credentials, project management methodology, three relevant client references with work samples, and a completed vendor requirements workbook. Pricing proposals must be submitted separately and should include fees for design, development, testing, and implementation phases, with explicit identification of basic platform components versus optional components. Responses must also identify pricing for ongoing annual support, anticipated at 50 floating hours per month at a negotiated hourly rate with annual CPI adjustments, plus a 31-day post-launch contingency period. Unused monthly hours may accumulate to a maximum of 100 hours and can cover technical issue resolution, database projects, and feature enhancements.

Responses must be submitted through Colorado Vendor Self-Service or email to Klay Tolleson at klay.tolleson@state.co.us. The expected review period is August 26 through September 2, 2026, with potential candidate interviews estimated for September 7–9, 2026. All responses become state property and remain confidential until a subsequent award is made or the state determines not to pursue further solicitation.
