About this opportunity
The State of Colorado, Department of Natural Resources, on behalf of Colorado Parks and Wildlife, is issuing a Request for Information on a wildlife damage claim management system with responses due August 26, 2026 at 12:00 PM MDT. This is market research only and will not result in an immediate award; responses will inform a subsequent procurement solicitation.
CPW seeks a modernized, centralized system to streamline wildlife damage claim processing for internal and external parties. The system must support claim filing, document management, tracking, data-driven decision-making, and multiple user roles and permissions in a distributed environment. CPW is open to off-the-shelf, customizable, or hybrid solutions. Respondents must demonstrate experience with government enterprise-level systems, accessibility compliance at WCAG Level AA, and user experience design capabilities.
Respondents must submit corporate overviews, team qualifications, three relevant client references, work samples, and project management methodologies. Pricing proposals must be submitted separately from technical responses and must include fees for design, development, testing, and implementation; identification of base platform components versus optional components; and ongoing annual support costs. The anticipated contract structure includes a 31-day contingency period post-launch followed by monthly support at a firm fixed price of 50 hours per month at an agreed hourly rate, with up to 100 hours per month available for technical maintenance, database projects, and feature enhancements. Annual cost adjustments will reflect the Consumer Price Index.
The Wildlife Damage Program is funded entirely through Colorado Parks and Wildlife license revenues via annual appropriations from the Game Cash Fund. Questions are due August 4, 2026. Potential candidate interviews are estimated for September 7–9, 2026, following a review period of August 26 through September 2.
