About this opportunity
The Colorado Department of Human Services, Behavioral Health Administration is requesting proposals for data integration, management, analysis, visualization, and reporting services supporting three criminal justice behavioral health programs (PREVAIL, Co-Responder, and JBBS), with proposals due September 8, 2026, at 2:00 p.m. Mountain Time under RFP IBEH 2027000023.
The contract requires HIPAA Business Associate Agreement execution and strict compliance with Colorado Information Security Policies, federal HIPAA standards, and the Governor's Office of Information Technology (OIT) standards. Contractor must work within existing BHA technology environments (CiviCore, Google Cloud Platform, BigQuery, Tableau) without developing new infrastructure or replacing existing systems. Core deliverables include data collection, extraction, cleaning, standardization, dashboard and visualization development, monthly status reporting, response to data inquiries within seventy-two hours, and technical assistance to program staff. Contractor assumes responsibility for delivering defect-free work; contractor liability is capped at three times the Contract Maximum Amount or $1,000,000, whichever is greater, except for HIPAA obligations and claims arising from contractor recklessness or intentional misconduct. All data handling must comply with strict confidentiality requirements, with identifying data destroyed within fourteen days of task completion.
The contract begins January 2027 and runs through June 30, 2027, with optional annual renewals at State discretion for a total term not to exceed five years. Maximum funding for the initial six-month term is $65,400; proposals exceeding this ceiling will not be considered. Funding beyond the initial term is subject to legislative appropriations and State approval and is not guaranteed.
Evaluation criteria, each worth 10 points except budget submission (30 points), cover relevant organizational experience, organizational capacity, public sector or health/human services experience, multi-stakeholder data environment experience, data integration and system coordination experience (including Tableau and Google Cloud Platform proficiency), reporting and data visualization capabilities, and data privacy and security practices including HIPAA compliance.
Vendors must be registered in CORE and SAM.gov, maintain Colorado Secretary of State registration, participate in E-Verify, and complete background checks. Proposals must not exceed five pages (excluding budget template and signature page) and be submitted electronically as a zip file to RFP_IBE.ks8c5b9xkqfo31ed@u.box.com at least thirty minutes before deadline. Questions are due August 14, 2026, at 4:00 p.m.; answers will be published August 21. Public bid opening is scheduled for September 8, 2026, between 2:15 and 2:30 p.m. via Google Meet. No pre-bid conference will be held.
