About this opportunity
The City of Jacksonville is issuing a single-source procurement for residential curbside wood and yard waste processing services in Fiscal Year 27, with proposals due October 12, 2026. This is a sole-source award to Trail Ridge Landfill Inc. (a Waste Management subsidiary), meaning no competitive bidding will occur.
The scope encompasses collection and processing of 100,000 to 135,000 tons of residential curbside vegetative debris and yard waste annually, plus disposal and recycling of vegetative waste from city rights-of-way, stormwater ponds, drainage outfalls, and publicly owned land parcels. Processing includes a 50-50 ratio mixing of processed vegetative debris with borrow pit soils. The service is essential to maintaining Duval County's 55 percent solid waste recycling rate and meeting Florida Department of Environmental Protection reporting requirements and the state's 75 percent municipal solid waste recycling goal.
Trail Ridge Landfill Inc. is the incumbent contractor and sole qualified provider according to the city's justification. Market research identified five initial vendors with interest; only the current vendor submitted a response when the service was last bid. Of four Duval County landfills capable of 100 percent vegetative recycling, three are now Waste Management-affiliated (including recently acquired Jones Road and Old Kings Road landfills), and the fourth (Otis Road, owned by GFL Corporation) declined to bid. Gaston Tree Debris Recycling LLC indicated insufficient local capacity. Trail Ridge Landfill operates under a Landfill Operations Agreement extending through at least 2039.
The procurement will be issued as a Purchase Order rather than a formal contract, indicating it falls below formal contracting thresholds or qualifies for streamlined single-source processing without Office of General Counsel execution. The buyer is Melissa Pierce (mpierce@coj.net). Bid protest procedures under Jacksonville Ordinance Code Section 126.901 apply; protests must be filed within 48 hours of award notification or 10 business days after solicitation posting.
