About this opportunity

The Ada County Highway District (ACHD) is requesting competitive proposals for FY27 stormwater basin and swale vegetation management services across designated facilities in Ada County, Idaho, with sealed proposals due September 16, 2026 at 3:00 p.m. local time via ACHD's eProcurement portal. A voluntary pre-submission meeting and proposal workshop is scheduled for September 8, 2026 at 10:00 a.m. at ACHD Headquarters in Boise; attendance is strongly encouraged but not required.

The scope encompasses eight service categories: dry basin vegetation maintenance (29 basins), bioretention swale vegetation maintenance (6 swales), wet basin vegetation maintenance (8 basins), reduced vegetation maintenance (10 basins), tree maintenance (48 sites), fire hazard trimming (11 basins), sprinkler maintenance and winterization (9 facilities), and basin and bioretention swale seeding (42 sites totaling 20.76 acres requiring 1,172.5 pounds of seed) at facilities throughout Boise, Meridian, Eagle, Garden City, and Star. Contractors must attend mandatory site walkthroughs three times annually (October, April, and July), maintain daily electronic activity reports using Survey123 and ArcGIS Field Map, and comply with OSHA and applicable state and local safety regulations. Tree pruning is limited to branches no higher than ten feet and requires arborist supervision; contractors are responsible for desirable vegetation damage replacement costs. Sprinkler repair pricing is structured on a time and materials basis; repairs exceeding $300 require prior ACHD approval.

Respondents must hold a valid Public Works Contractor License and provide relevant licenses including Arborist License and Nursery, Florist, and Landscaping License. Proposals must include firm history, detailed experience with stormwater vegetation management, native and xeric plant identification, two project examples from the past five years, three references, key personnel resumes, and a detailed project approach schedule. Pricing is submitted as lump sum costs for Schedules A through F and H, with Schedule G (Sprinkler Repair) as an hourly rate.

Evaluation weighting: 45 percent for project understanding and approach, 30 percent for firm qualifications and key personnel, 20 percent for firm history and references, 3 percent for proposal cost, and 2 percent for past ACHD performance. Questions are due September 9, 2026 at 4:00 p.m. Contract award may be delayed up to 60 days after proposal submission without penalty. The successful bidder must execute the agreement within 15 days of notice of award and may be required to furnish bonds equal to 100 percent of total contract value. Contract value is not stated in the source materials.
