About this file
This is a Scope of Work document for the Ada County Highway District (ACHD) for comprehensive stormwater basin and swale vegetation management services across eight detailed service categories. The RFP seeks qualified firms to provide vegetation and weed control, basin and bioretention swale maintenance, tree and fire-hazard trimming, sprinkler maintenance and winterization, seeding, and associated site cleanup at designated ACHD facilities throughout Ada County, including Boise, Meridian, Eagle, Garden City, and Star, Idaho. Services are organized into eight scopes of work: dry basin vegetation maintenance (29 basins), bioretention swale vegetation maintenance (6 swales), wet basin vegetation maintenance (8 basins), reduced vegetation maintenance (10 basins), tree maintenance (48 sites), fire hazard trimming (11 basins), sprinkler maintenance and winterization (9 facilities), and basin and bioretention swale seeding (42 sites totaling 20.76 acres requiring 1,172.5 pounds of seed). The contractor must attend mandatory site walkthroughs three times annually (October, April, and July) and provide daily electronic activity reports using Survey123 and ArcGIS Field Map applications. A Pre-Submission Meeting and Proposal Workshop is scheduled for Tuesday, September 8, 2026 at 10:00 a.m. at ACHD Headquarters, 5800 N. Meeker Avenue, Boise, Idaho 83713, with attendance voluntary but strongly encouraged. The contract term is for FY27 (Fiscal Year 2027).
The document specifies detailed maintenance schedules varying by service type, with tasks ranging from weekly manual and mechanical weed removal during peak seasons (April through June requiring twice-monthly visits) to monthly or as-needed maintenance during off-season months. Contractors must supply their own electronic devices and internet connectivity for reporting purposes, with ACHD providing ArcGIS accounts and supervisor training. All weed removal, mechanical maintenance, and pruning must comply with OSHA and applicable state and local safety regulations. Contractors are responsible for identifying desirable versus undesirable plant species using the ACHD Integrative Vegetation Management Plant Guide and are liable for replacement costs of any desirable vegetation damaged during maintenance activities. Sprinkler maintenance and winterization services require submission of irrigation schedules by April 15, completion of backflow valve tests by May 31, and system readiness by May 15. For seeding operations, contractors must perform seedbed preparation, apply ACHD-provided seed at specified rates using dry broadcasters, and in some cases apply ACHD-supplied compost. Tree pruning services require supervision by a licensed arborist and are limited to branches no higher than ten feet, with contractor responsibility for tree removal limited to trees five inches in diameter or less. Pricing is structured on a time and materials basis for sprinkler repairs, with repairs exceeding $300 requiring prior ACHD approval.

1. Contractor shall complete site walkthroughs and evaluations at each facility with ACHD at a minimum of three (3) times a year. Walkthroughs shall occur in October, April, and July in accordance with III. Minimum Acceptable Schedule included in SoW “A”. Walkthroughs will enable continual communication between the Contractor and ACHD to ensure management success. Evaluations will help direct maintenance efforts to achieve desired outcomes.
2. Contractor shall dedicate personnel to the project as practicable to avoid inefficiencies associated with re-training of new persons in plant identification, site management, and contract scope specifics.
D. WEED REMOVAL - MANUAL
1. Manual weed removal shall be performed at a minimum of every two weeks in April, May, and June, once a month in March, July, August, and September, and as needed in October and November, but not more than once a month in accordance with III. Minimum Acceptable Schedule included in SoW “A”.
2. Methods to be utilized include hand-pulling and other non-mechanical techniques. Manual weeding shall include well-timed removal of weeds to prevent weed seed dispersal and to reduce weed pressure around germinating and transplanted desirable plants. Manual weed removal efforts shall occur in and around desirable vegetation that could be damaged by mechanical methods. Manual weeding shall be utilized to remove low-growing weeds and in areas where the use of mechanical methods poses a safety risk. It is important to distribute seeds from desirable vegetation across poorly established areas.
3. Desirable and undesirable species are identified in, but not limited to, the ACHD Integrative Vegetation Management (IVM) Plant Guide (Appendix A). It is the Contractor’s responsibility to be able to identify desirable versus undesirable plant species as identified in the ACHD IVM Plant Guide.
4. Contractor shall not use fertilizer, pesticides, and/or herbicides of any kind in the stormwater facilities unless specifically requested by ACHD. Care shall be taken to protect all desirable shrubs and trees during all maintenance activities.
