About this opportunity
The Missouri Department of Transportation (MoDOT) and the Missouri Highways and Transportation Commission (MHTC) are seeking bids on oil distributors under IFB FY27 MoDOT Statewide Oil Distributors, with responses due October 12, 2026, at 2:00 p.m. Central Time. MBE/WBE participation is encouraged, and service-disabled veteran-owned business enterprises are recognized.
The scope includes truck-mounted, self-contained asphalt distributors in two configurations: single-axle, 2,000-gallon units and tandem-axle, 3,000-gallon units. Both must be current production models meeting all Missouri road and bridge laws and capable of applying asphalt at rates between 0.05–0.6 gallons per square yard with spray bar lengths up to 16 feet. Single-axle units require a minimum 300-horsepower engine with 860 foot-pounds of torque; tandem-axle units require a minimum 370 horsepower with 1,250 foot-pounds of torque. Both require Allison automatic transmission with Fuller AT1202 auxiliary drop box, air brakes with ABS, and Type 304 stainless steel tank construction with electrical heating, dual high-pressure fuel oil burners (approximately 428,660 BTU/hr each), and hydrostatic power units with positive displacement rotary gear pumps rated at minimum 400 GPM. All units must include three complete interchangeable nozzle sets and comply with federal regulations 173.242, B13, and 406.198A. Equipment must include a one-year warranty covering hydraulic, electrical, heating, tank, and spray bar components; tandem-axle units also carry a seven-year/150,000-mile unlimited-hours engine and aftertreatment warranty and five-year/150,000-mile cab and chassis warranty. Optional items include rain covers, front load lines, LED lighting, heated asphalt pumps, and spray bar enhancements.
Delivery locations span St. Joseph, Macon, Hannibal, Lee's Summit, Jefferson City, Chesterfield, Joplin, Springfield, Willow Springs, and Sikeston, Missouri. All pricing is FOB destination with freight included in the unit price. The contract runs three years from award with up to two one-year renewal options. Evaluation uses multiattribute scoring: price (50 points), warranty coverage and unit features (20 points), and other specified criteria. Bidders may submit electronically through MissouriBUYS Powered by MOVERS (preferred) or by mail; hard-copy bidders must notify buyer Ashten Nichols (ashten.nichols@modot.mo.gov) at least five calendar days before the closing date. No pre-bid conference or site visit is scheduled.
