About this opportunity

Ada County Highway District (ACHD) in Idaho is requesting proposals for approximately 22,700 tons of 3/8" chip seal aggregate material for the FY28 chip seal season, with proposals due September 23, 2026 at 3:00 p.m. local time via electronic submission and public opening via Zoom. A DBE certification preference applies — ACHD awards additional evaluation weight to Disadvantaged Business Enterprise (DBE) certified firms.

The material must conform to Section 802 and 808 of the 2017 Idaho Standards for Public Works Construction and pass fractured-faces testing, gradation testing, cleanliness-value testing, Los Angeles Abrasion testing, and soundness testing. All material must be produced and delivered by September 30, 2027, and stockpiled at the ACHD White Pit (Amity and Pratt Lane, Meridian, Idaho). Deliveries are restricted to Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding ACHD-recognized holidays, with prior approval required for deliveries outside these times. The contractor bears responsibility for daily material weighing using certified scales and daily submission of delivery tickets and tonnage reports.

Evaluation weights are proposal cost (30%), project understanding and approach (30%), firm qualifications and key personnel (20%), firm history and experience (15%), and vendor past performance with ACHD (5%). The successful bidder will be awarded as the highest-ranked responsive respondent and must execute the agreement within 15 days of award. A supply bond equal to 100% of the total contract value is required within 20 calendar days of execution. Liquidated damages are assessed at $500 per calendar day for non-compliance or failure to meet the September 30, 2027 deadline. Payment terms are net 30 days from invoice submission. Questions are due September 16, 2026 at 4:30 p.m., with responses provided by September 17 at 4:30 p.m. Respondents may contact Rich Shaw, Cloverdale Superintendent, at 208-387-6352 regarding stockpile site details and delivery schedules.
