About this opportunity

Prince George's County Office of Procurement Business Services Division in Maryland is requesting quotations on Microsoft Enterprise Agreement licenses for the Office of Information Technology covering approximately 7,000 devices under RFQ WS1821439218, with questions due January 27, 2026 and quotes due February 11, 2026 (extended from February 4 by Addendum 1).

The successful supplier must be a Microsoft Licensed Agreement Reseller (LAR) — a decision-flipping eligibility requirement. The scope comprises 52 distinct Microsoft SKUs totaling 32,498 licenses across three fiscal years, including M365 G5 and F3 variants, SQL Server editions, Azure services, Teams, Project Server, SharePoint Server, Visio, Visual Studio, and Windows licensing solutions. Quoters must submit pricing for all line items across Year 1, Year 2, and Year 3 to be deemed responsive. Quoters must submit a Supplier Utilization Plan and provide evidence of Microsoft Enterprise LAR authorization.

The initial contract term is three years from award, with the County's obligation beyond the initial fiscal year contingent upon appropriations. Quotes must be submitted electronically through the SPEED eProcurement Platform and remain irrevocable for 120 days following closing. Invoices are due within 30 days of satisfactory completion through SPEED.

Evaluation emphasizes overall price competitiveness and verified authorization to deliver Microsoft enterprise solutions at scale. The County applies business preference discounts: up to 15% for County-based small businesses or minority business enterprises, 10% for County-based businesses, 5% for MBEs or DBEs, and 3% for County-located businesses; County resident-owned businesses may receive an additional 5% preference. No set-asides for Certified County-Based Small Businesses or MBEs apply; this is unrestricted. Contractors must obtain Commercial General Liability of $1 million per occurrence and Commercial Automobile Liability of $1 million combined single limit, comply with County IT Security Policies, and submit personnel to criminal background checks. Donna Ford, Procurement Officer, is the primary contact at dford2@co.pg.md.us.
