About this opportunity
The Virginia Department of Military Affairs, procuring on behalf of Fort Pickett Fire Department, is soliciting bids for one fire sled multi-purpose trainer and one door breacher through the eVA quick quote program, with bids due September 23, 2026. The procurement carries a set-aside award priority for DSBSD-certified micro and small businesses.
All bidders must be registered in eVA; unregistered vendors will be rejected. Electronic bids only are accepted. The equipment must feature adjustable resistance and stainless steel tops. Delivery is required to Building 1485 MTC Fire Station at Fort Pickett in Blackstone, Virginia, within 30 calendar days of order receipt, with 24-hour advance notification to Agency contact Nicole Wilborn at 434-298-6424.
Bids must include firm unit prices for each item with extensions and grand totals. Award will be made to the lowest responsive and responsible bidder. Bids remain valid for 30 days from submission and may be withdrawn thereafter; undeclared bids remain in effect until award or cancellation.
Compliance obligations include mandatory Commonwealth of Virginia sexual harassment training for all assigned resources prior to or upon contract commencement through the Commonwealth of Virginia Learning Center platform. Build America, Buy America Act domestic content requirements apply: all iron and steel must be U.S.-produced from initial melting through coating; manufactured products must be U.S.-produced with domestic components comprising at least 55 percent of total component costs; construction materials (excluding cement, cementitious materials, and aggregates) must be U.S.-manufactured. Tools, equipment, and temporary supplies brought to and removed from the site are excluded from these requirements.
Contractors must comply with drug-free workplace requirements, immigration verification, anti-discrimination provisions, and forced labor prohibitions for work valued over $10,000. All goods must carry the most favorable commercial warranties offered to any customer. Product substitution after award requires written Contract Officer approval. Contractors must retain records for five years after final payment and permit state audit access. The Commonwealth reserves the right to reject any or all bids and may cancel without penalty upon 60 days' written notice.
