About this opportunity
The City of Thomaston, Georgia, operating under Ware County jurisdiction, is procuring sealed bids for the FY2024 CDBG Water and Sewer Improvements project through a Community Development Block Grant (CDBG) funded initiative administered by the Department of Community Affairs. The procurement encompasses three primary work categories: water system improvements including installation of 1,935 linear feet of 6-inch C900 PVC water main, 54 meters, new service lines via open cut and trenchless applications, new hydrants, gate valves, and associated fittings; sanitary sewer system improvements consisting of pre- and post-CCTV camera inspection, installation of 3,600 linear feet of 8-inch gravity main through open cut and trenchless applications, abandonment of existing gravity mains, installation of 58 new cleanouts, and related equipment and testing; and road and alley improvements involving variable depth milling and asphalt replacement, removal and replacement of alley driveway aprons, adjusting valves and manholes to grade, and installation of new signage and striping. The successful contractor must be licensed by the State of Georgia, hold current contractor licenses, and assume full responsibility for the design, means, methods, and execution of all utility trenching operations, including safety measures, trench protection systems, and compliance with federal, state, and local regulations. Sealed bids must be submitted by 2:00 PM Eastern Time on April 16, 2026, to the City Manager's Office located at 106 East Lee Street, Thomaston, Georgia 30286, with public opening and reading immediately following, and no bid may be withdrawn for sixty days after the closing time. Complete digital specifications and contract documents are available through QuestCDN.com (project number 10110928) for a non-refundable download fee of $200, with hard copies also available for the same fee from ESG Engineering, and all bidders must be registered with Quest/ESG Engineering as having purchased complete bidding documents. The contract term specifies substantial completion within 180 calendar days after the Notice to Proceed.
This procurement includes a Section 3 Covered Project designation under the HUD Act of 1968, with Section 3 Residents and Business Concerns actively encouraged to apply, creating a set-aside opportunity for disadvantaged enterprises and local businesses. The project is subject to Build America, Buy America Act (BABAA) requirements, mandating that all iron, steel, manufactured products, and construction materials be produced in the United States absent an approved waiver, which may restrict vendor sourcing options. Bid security requirements include a bid bond or certified cashier's check equal to 5 percent of the base bid from a surety company licensed in Georgia with an "A" minimum rating, and the successful bidder will be required to provide Performance and Payment Bonds each equal to 100 percent of the contract price. The estimated construction budget is $2,000,000.00, representing the anticipated award value for the project. No incumbent vendors or existing contractors are referenced in the procurement documents, and the project does not require integration with specified existing infrastructure or technology beyond compliance with the utility systems being improved.
