About this opportunity
The State of Hawaii, Department of Business, Economic Development, and Tourism, Foreign Trade Zone No. 9 is soliciting bids to anchor existing warehouse racks to the floor at a 154,000-square-foot bonded warehouse in Honolulu, with bids due July 30, 2026. Bidders must hold State of Hawaii Registered Asbestos Contractor certification—a decision-flipping eligibility gate. The warehouse floor's top layer is asphalt concrete containing 2% chrysotile asbestos, confirmed by EMSL Analytical testing in April 2026.
The scope encompasses installation of approximately 794 stainless steel wedge anchors (3/4" × 4-1/4") across forty rows of racks in five designated areas, plus anchoring of ten bollards with four holes drilled per bollard. Contractors must furnish all labor, tools, equipment, materials, supplies, and supervision. The work must achieve compliance with Hawaii Occupational Safety and Health (HIOSH) requirements and include comprehensive dust control and hazardous material remediation procedures compliant with state and federal environmental regulations. A third-party air quality monitoring service will conduct inspections during and after performance, with authority to halt work if performance does not align with best industry practices or applicable regulations.
The contract is effective upon issuance of the Notice to Proceed and terminates six months thereafter, with an option to extend for one additional twelve-month period if performance is satisfactory, funds are available, contract price remains the same or lower, and extension is mutually agreed upon in writing at least thirty days prior to expiration. Award will be made to the responsive, responsible offeror submitting the lowest total quote price, contingent on fund availability. Offerors must obtain a valid Certificate of Vendor Compliance from Hawaii Compliance Express, maintain a local office or representative on Oahu as of the offer due date, and maintain appropriate contractor's licenses. Commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate is required, along with automobile insurance at $1,000,000 per accident and workers' compensation coverage as required by state law. Liquidated damages are fixed at twenty-five dollars per calendar day for failure to perform.
