About this file
This is an asbestos analysis report prepared by EMSL Analytical, Inc. for the State of Hawaii's Foreign Trade Zone 9 Warehouse project. The report documents bulk material testing conducted on samples collected from the warehouse facility in Waipahu, Hawaii on April 17, 2026, with analysis completed on April 23, 2026. Three asphalt paving samples from Aisle 9 were tested and found to contain 2% chrysotile asbestos each, while three concrete pillar samples tested negative for asbestos presence. The testing was performed using the AHERA Method per 40 CFR 763 Subpart E Appendix E supplemented with EPA 600/R-93/116 using Polarized Light Microscopy analysis.
The results directly support the related State of Hawaii contract opportunity for FTZ Warehouse Rack Anchoring, which requires a State of Hawaii Registered Asbestos Contractor to anchor existing warehouse racks to the floor. The presence of asbestos in the top layer asphalt concrete is a critical finding that mandates specialized contracting expertise and compliance with asbestos handling regulations. The identification of asbestos-containing materials establishes the baseline conditions necessary for safe execution of the rack anchoring work and ensures that bidders understand the hazardous material environment in which they will be operating.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
