About this opportunity

The State of Colorado Department of Local Affairs is requesting qualifications for pre-construction hazardous-materials inspection, lab analysis, and testing at Fort Lyon Supportive Residential Community following June 2023 hailstorm damage, with qualifications due November 2, 2026, and a mandatory pre-submittal conference and site tour on October 22, 2026. Colorado labor must perform at least 80 percent of work. Preference is given to Colorado resident vendors and labor per state law.

The scope covers pre-construction hazardous-materials testing across 110 affected structures, including asbestos-containing materials (ACM) visual inspection, sampling, and laboratory analysis, as well as lead-based paint (LBP) XRF testing and paint-chip analysis on exterior components. Work is restricted to exterior building components directly related to the June 16, 2023, hail event insurance claim (Claim No. P051036). The facility is located at 30999 County Road 15, Las Animas, Colorado 81054.

The estimated project cost is $2 million, with contract negotiations extending through December 31, 2026, and anticipated project initiation January 8, 2027, construction scheduled March through September 2027. Compensation is on a not-to-exceed basis per Exhibit A, with monthly payments due within 45 days of receipt of properly executed Applications for Payment.

Minimum qualifications require firms to have been in business under the same name for two years, demonstrate design experience on at least two projects each exceeding $100,000 in hard costs using Colorado office resources, and have no prior termination by the State for non-performance. Qualifications submittals must be a single PDF package not exceeding ten double-sided pages at minimum 10-point font.

Evaluation uses a two-step qualification-based selection methodology under Colorado Statutes 24-30-1401 through 24-30-1408 and Colorado Office of the State Architect guidelines. Criteria are weighted across project team qualifications, firm/team capabilities, prior experience, project approach, equity/diversity/inclusion initiatives, and work location proximity. Optional oral interviews are anticipated for the week of November 3, 2026. Selection is scheduled for November 5, 2026, at 4:00 p.m.

The consultant agreement requires Commercial General Liability insurance ($1 million each occurrence), Automobile Liability ($1 million combined single limit), Workers' Compensation, and Professional Errors and Omissions Liability.
