About this file
This Request for Qualifications (RFQ) is issued by the State of Colorado Department of Local Affairs for professional environmental consulting and industrial hygiene services to support exterior restoration work at Fort Lyon Supportive Residential Community following June 2023 hailstorm damage. The selected firm will conduct pre-construction hazardous materials testing across 110 affected structures, including asbestos-containing materials (ACM) visual inspection, sampling, and laboratory analysis, as well as lead-based paint (LBP) XRF testing and paint-chip analysis on exterior components. The project is located at Fort Lyon Supportive Residential Community, 30999 County Road 15, Las Animas, Colorado 81054. A mandatory pre-submittal conference and site tour is scheduled for Thursday, October 22, 2026, from 10:00 a.m. to 12:00 p.m. at Building 5A. Qualifications submittals are due Monday, November 2, 2026, at 5:00 p.m. via the Rocky Mountain E-Purchasing System (RMEPS), with optional oral interviews anticipated for the week of Tuesday, November 3, 2026. Selection is scheduled for announcement Friday, November 5, 2026, at 4:00 p.m., with contract negotiations extending through December 31, 2026, and anticipated project initiation January 8, 2027, with construction scheduled March through September 2027.
The estimated project cost is $2,000,000, with Colorado labor required to perform at least 80 percent of work. Minimum qualifications require firms to have been in business under the same name for two years, demonstrate design experience on at least two projects each exceeding $100,000 in hard costs using Colorado office resources, and have no prior termination by the State for non-performance. The evaluation process uses a two-step selection methodology based on qualifications-based selection criteria under Colorado Statutes 24-30-1401 through 24-30-1408 and Colorado Office of the State Architect guidelines. Preference is given to Colorado resident vendors and labor per state law. The scope of work is restricted to exterior building components directly related to the June 16, 2023, hail event insurance claim (Claim No. P051036). Respondents must submit a single PDF package not exceeding ten double-sided pages at minimum 10-point font, with responses evaluated on project team qualifications, firm/team capabilities, prior experience, project approach, equity/diversity/inclusion initiatives, and work location proximity.
