About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids on frozen food products for State Hospitals, State Supported Living Centers, and programs on state campuses across Texas under IFB HHS0017338, with bids due August 18, 2026, at 10:30 AM Central Time and questions due July 24, 2026. No set-asides are specified.
The scope encompasses 106 line items of frozen food products including baked goods, prepared entrees, proteins, vegetables, juices, and specialty items for institutional feeding. Products must meet detailed nutritional, quality, and sourcing specifications; comply with USDA grading where applicable; arrive solid at temperatures not exceeding 10 degrees Fahrenheit with minimum three-month shelf life; and meet restrictions on imported beef and dairy products. Vendors must maintain an ordering system with confirmation capabilities, provide active telephone support during business hours, submit quarterly usage reports by the 15th of the month following each quarter, and accommodate annual site visits to food storage facilities. Delivery is required weekly or monthly on mutually agreed-upon schedules between 7:00 AM and 2:00 PM Monday through Friday to 18 Qualified Ordering Entities throughout Texas. All pricing must be firm fixed price with freight and delivery costs embedded on an F.O.B. destination basis; price adjustments during renewal cycles are capped at eight percent and require HHSC's sole discretion approval.
The contract runs from September 1, 2026, through August 31, 2027, with one optional one-year renewal through August 31, 2028, and an additional extension option of up to one year. The estimated annual volume is approximately $9 million with a maximum potential contract value of $19 million over the full contract period. HHSC intends to award to a single broadline vendor but reserves the right to make multiple awards. Evaluation criteria include meeting or exceeding specifications, ability to meet delivery requirements, price, past vendor performance, financial capability, and capacity to fulfill requirements. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. Bids may be submitted in-person at 1100 W. 49th Street in Austin or through the HHS Online Bid Room.
