The scope is brand-new 2026 or 2027 model-year all-electric cargo vans in white exterior with dark grey or black interior, maximum overall height 83.6 inches and 148-inch wheelbase, upfitted by Utilimaster with specified shelving, storage components, rail kits, drawer units, wire reel holders, ProLift systems, inverter package, ceiling-mounted ladder rack, and hard-shell matting on both driver and passenger sides. Vehicles will transport electrical testing equipment and tools for City field operations throughout Pasadena. Delivery must occur no later than seven calendar days after order placement (Monday–Thursday, 8:00 a.m. to 4:30 p.m.) to 233 West Mountain Street, Pasadena, CA 91103. Manufacturers must provide an eight-year/100,000-mile limited battery warranty on high-voltage components and a five-year/60,000-mile powertrain warranty; upfitters must provide one-year warranties on body components and three-year/150,000-mile warranties on structural modifications.
The contract term is one year from execution with no optional renewal periods. The City will award based on lowest responsive and responsible Grand Total Price, evaluating material quality, bidder capacity and skill, ability to perform promptly, financial resources, character and integrity, previous performance history, and ability to provide future maintenance. A bid bond equal to five percent of total bid price is required in electronic surety form. Bids must remain valid for 180 calendar days from opening. The contract is subject to the City's Living Wage Ordinance (Pasadena Municipal Code Chapter 4.11) and minimum wage requirements (Chapter 5.02) if labor or services exceed $25,000. Successful bidders must submit IRS Form W-9, proof of required business licenses, equal employment opportunity compliance documentation, and vehicle registration to 100 Garfield Avenue, Pasadena, CA 91101 within 10 calendar days of notification.
